Central Committee Meeting Minutes
The
following is an excerpt from the June 24, 2011 meeting in Columbus:
Chairman DeWine asked for a motion to endorse Senate Bill 5. Chairman DeWine
recognized member, John Becker, who moved the following resolution:
WHEREAS the State of Ohio seeks to reverse job loss and alleviate an $8 billion
budget deficit; and
WHEREAS the State of Ohio seeks to improve its tax climate which presently
ranks 46th in the nation; and
WHEREAS public sector employee pay and benefits for three decades has
accelerated at a rate far higher than private sector pay and benefits; and
WHEREAS Senate Bill 5 seeks to provide local government with the tools to
alleviate policies that have led to an ever-increasing cost of government
at the expense of individual and business taxes and liberty; and
WHEREAS Senate Bill 5 will slow the pace of property and other tax
increases locally, and of income taxes at the state level; and
WHEREAS Governor John Kasich and the Ohio General Assembly have put forth a
reform agenda that is dedicated to improving Ohio’s business climate and
restoring job creation;
NOW, THEREFORE, BE IT RESOLVED that the Ohio Republican Party State Central and
Executive Committee, do hereby formally endorse and support Senate Bill 5 to
proclaim and defend the importance of taxpayer rights.
Charles Knight seconded the motion. The motion passed unanimously.

Editorial
This
came from my brother who works in the securities industry. You may, or may not,
agree with his analysis and/or proposals, but he is an expert in his field.
My dearest brother John,
I love America and all that it is and can be. I believe it to be the greatest
nation in the history of mankind. Yet, today, I am gravely concerned that we,
as a nation, stand on the edge of a great precipice. Threatening our greatness
like the swords of Damocles are the twin evils of excessive debt and no growth.
The decisions we make today will continue that greatness or reverse course to
an abyss of mediocrity.
Therefore, I offer six solutions, if taken immediately, will create jobs, lower
gasoline prices, reduce carbon emissions, reduce foreign oil imports, generate
growth and will save this nation.
1. The federal government should immediately direct the Chicago Mercantile
Exchange (CME) to eliminate the ability to buy oil futures on margin (borrowed
money).
The oil market is not driven by supply and demand as you would expect and
hope, but rather by speculators, who, using high amounts of margin, dictate the
price. For evidence see 2008 when oil hit $140 and most recently, May 10, 2011
where the CME slightly raised margin requirements and oil immediately slid from
$115 to $99. This action alone would send gasoline prices to $2.50 to $3.00 a
gallon thus giving every American more money to spend and boost the economy.
Cost to government- ZERO.
2. Corporate taxation:
a. Declare a tax holiday for 2011 and 2012 for corporations to repatriate
their cash from foreign operations back to the U.S. without taxation. Currently
US corporations have trillions of dollars overseas because the US corporate tax rate is the highest in the world. Bringing this cash home would place
corporations in the position to invest, expand, and hire in the USA.
b. After the holiday, permanently reduce the corporate tax rate to be
equal to our foreign competitors. Liberals here have to understand new math.
10% of something is greater than 35% of nothing.
3. Simplify the tax code. For individuals and corporations, the tax form
known as the 1040 for individuals should end at line 22, page 1, which is
called total income. At this point, you multiply by 10%, 15%, or 20% and that is
what you owe. NO DEDUCTIONS.
$0 to $30,000 no taxes
$30,001 to $100,000 10%
$100,001 to $250,000 15%
$250,001 20%
This is simple and fair.
4. Energy policy. Our nation needs to pursue a portfolio of energy
approach that encompasses all energy sources and does not favor one over the
other or bets on one.
We need oil, natural gas, coal, solar, electric, nuclear, and wind. Now some of
these are now and some are maybe in the future. We can't ignore today’s known
(fossil fuels and nuclear) for the maybe future, nor can exclude researching
what might work in the future (renewables).
a. We need to immediately embrace natural gas as a bridge fuel to the
future. We have 200 years of natural gas reserves. By converting our 18
wheelers to natural gas, we would eliminate oil imports from the
unfriendlies, reduce carbon emissions, and create hundreds of thousands of jobs.
The federal government should immediately pass a natural gas act to offer tax
credits to any company that buys an engine that runs on natural gas. Although
18 wheelers make up 5% of all vehicles, they consume 40% of the fuel. Also, the
federal government could immediately mandate all federal vehicles be converted
to natural gas as a show of leadership. Currently, we are importing oil and
getting ready to export natural gas.
b. We need to drill in the Gulf and the Arctic. This creates jobs and
energy independence.
c. We need to build nuclear power plants in safe locations. This creates
jobs and energy independence. The federal government should offer interest free
loans to any utility that wants to build one. Currently, a utility cannot
charge customers for something that doesn't produce electricity. Also, there
should be one standardized set of blueprints that is government preapproved to
reduce the permitting time from 10 years to 6 months.
5. Social Security. Raise the retirement age from 65 to 70 for everybody
under age 50. Life expectancy was 65 in 1930. It is now 80. Same for Medicare.
This saves money.
Means test social security. Look, once you’ve gotten out what you put in, why
should you get more if you make over $100,000? Does anybody really believe
Warren Buffet should still be getting social security checks? This saves
money.
6. Immigration. The problem with immigration isn't that we have too many
illegal immigrants, but too few legal immigrants! The lawful immigration
process in this country can take 10 years! We moved millions through Ellis Island in a few years! So, the federal government should establish Ellis Island type
facilities along the border and in the 25 largest metropolitan areas. Then, the
government declares that within two years, all illegal immigrants must apply for
legal immigration. The presumption is immigration is granted unless there is
evidence to suggest otherwise, (criminals, drugs, etc.) After the two year
period, all illegals are immediately deported. We then get to tax all our
new Americans. After all, immigrants built this country and made it great.
This isn't rocket science. We just need leadership.

About 20 people attended the Southern Ohio GOP Chairs Assn. meeting in Jackson.
Ohio Supreme Court candidates Judy French and Sharon Kennedy attended. Ray
“Moose” Dutey was the only chairman from my five counties to attend. My SCC
colleagues Kay Ayres and Kay Reynolds attended. Ohio GOP Political Director
Bruce Tague also attended. SB5 was a primary discussion point of the meeting.

Paul Odioso emceed the Miami Twp Tea Party meeting. He also covered SB5 and issues covered by the Buckeye Institute. George
Pattison gave the
crowd an update on his campaign for municipal judge. Calvin Pauley discussed
the issue of Duke Energy “smart meters.” Bob Turner questioned the need for
Clermont County water rates to increase 21 percent since 2007. Ed Humphrey was on hand to explain the facts and
a Q & A followed. Ed and I were the only two elected officials who
attended. About 20 people were there including county prosecutor candidate
Vince Faris and trustee candidate Mark Keitel.

Kevin Coughlin and Dana Walch were the featured speakers at the Center-Right
Coalition meeting. A Q&A followed. My SCC colleagues Mary Ann Christie and
Christa Criddle also attended. It was great to share a table with Joe Platt and
Thea Shoemake.

Holiday Inn. Tim Phillips of Americans for Prosperity and Chris Finney of COAST
were among the featured speakers.
