What is the
Apportionment Board?
The Board consists of the Governor, Secretary of State, State Auditor, and a Republican and Democrat selected from the Legislature. Control is important because the Board redraws the State House and State Senate districts based on the 2010 national census. The Party redrawing the district lines will have a huge advantage in determining control of the legislature in 2012 and beyond. The 2010 legislature will redraw the US House districts.

June 19, 2010
Justice Stratton swore-in the 2010 membership of the State Central Committee. Chairman DeWine was not up for re-election as some have speculated. (Officer elections are held in the January following the reorganization meeting.) Committee assignments were determined. Kay Ayres stated that the Endorsement Committee (I’m a member) will examine the endorsement policies of many of our county Parties and also other states to determine best practices. (The committee is not scheduled to meet until after the general election.) A newly created committee is exclusively for county GOP chairs. Chairman DeWine addressed the Lucus County conflict and also reiterated the Leading Ohio 10-point plan. A dozen other state Parties have adopted our plan as a framework for their own. Additionally, our 16,000 Facebook fans are greater than that of any other state. We unanimously endorsed the “Repeal the Estate Tax” initiative. Mike Hartley, Deputy Campaign Manager for John Kasich, addressed the issue of the Strickland attack ads: “Their attack ads are failing to move the polling numbers and they are wasting their money.” Chairman DeWine concluded the meeting by announcing that the 2012 national convention will be held in Tampa.

About 150 people attended a reception for George and Janet Voinovich at the Ohio Republican Party Headquarters. This was the first time I’ve ever met Senator Voinovich. I thanked him for his many years of service and told him how much I appreciated his consistent voting record for the right to life. We spent several minutes together chatting about that topic.

Nearly 700 people attended the second annual Ohio GOP State Dinner at the Hyatt Regency in Columbus. The featured speaker was
John Boehner. All of our statewide candidates spoke to the crowd and frequently generated standing ovations.

June 16, 2010
More than 100 people attended the Clermont County GOP meeting in Batavia. A “Nuts and Bolts” guide was handed out and potential speakers for the 2011 Lincoln Day Dinner were floated. Archie Wilson is coordinating volunteers for the GOP booth at the fairgrounds. His number is 513-403-0405.

June 15, 2010
About 35 people attended the first regular business meeting (after reorganization) of the Union Twp (Clermont County) GOP. Seven open precincts were filled. Three of those went to new people. Special welcome to Mel Behrmann, Barry Cole, and Scott Nichols.

June 12, 2010
Nearly 80 people attended the Anderson Township Tea Party meeting to hear multiple speakers. The crowd learned how to be model precinct representatives, learned best practices, and how to keep the fire burning. Kudos to Sue Hardenbergh for organizing the event.

June 9, 2010
The Clermont County GOP met to reorganize. 114 voting members re-elected Tim Rudd and David Bednar to chair the executive committee and central committee respectively. Ted Stevenot won the executive vice chair and Joe Braun won the central committee vice chair. Additionally, Kathy Freudenberger was re-elected to secretary and Dave Uible to treasurer. It was great to see the room packed full of new and energetic people.

A new attendance record was set when nearly 40 people attended the reorganization meeting for the Union Twp (Clermont County) GOP. It is exciting to have a large number of new people involved. We also have a new leadership team: Ted Stevenot, Exec; Jim Lewis, Vice Exec; Magda Dawson, Treasurer; and Nick Macke, Secretary. Jo Ann Beamer was awarded the title of Secretary Emeritus. She earned that honor due to her many years of diligence as our secretary.

About 60 people attended the “First Friday” luncheon sponsored by the
Government Strategies Group. Congressman Steve Driehaus was the featured speaker. Part of his presentation included the health care legislation. While he was explaining how everybody is entitled to affordable healthcare insurance, his eyes caught mine and I simply shook my head no. I sat there thinking about why he was wrong: Nobody has the “right” to affordable health care insurance, affordable auto insurance, affordable housing, affordable clothing, or even affordable food. Our Constitution guarantees that we the people have the right to pursue all of these things and much more. It is wrong for the government to require that a group of people, or an industry, provide affordable anything for anybody. As of January 1, 2010, Ohio implemented a law placing caps on how much health insurance companies can charge people with preexisting conditions. That makes insurance more affordable for some people. Unfortunately, the result was that my personal health insurance policy increased 30 percent making it much less affordable. But these things are to be expected when our legislators believe in equal outcomes rather than equal opportunities. “From each according to his abilities, to each according to his needs.” I’d rather see the government concentrate on lowering costs. Here’s an idea: Have one central location in every city for indigents to get whatever care they need. All of the personnel would have immunity from malpractice litigation. The staff would be mostly volunteers, interns, and students. Regardless of location, any provider performing indigent care (charity) would get immunity from malpractice litigation. This would be a win-win. Everybody would continue to get the care that they need. And hospital emergency rooms would no longer provide non-emergency treatment to non-paying customers.

The Ohio GOP held a regional leadership meeting, in Mason, for SCC members and county chairmen. It was great to meet a few new people. Chairman DeWine brought his senior staff and presented the current status and future plans for our candidates and the Ohio GOP. It was a great meeting. I always enjoy the periods of open discussion and the consensus to work as a team to get our candidates elected in November. Additionally, some tough questions were asked. The answers that followed were satisfactory to the attendees. During one discussion, I commented that, “I’m sure that you all are getting tired of hearing from me.” I found Chairman DeWine’s response to be interesting: “John, we do hear from you more than anybody else, but we have not tired of it.” I think that the Chairman was just trying to be kind. Maybe that’s why I like him.

The Adams County GOP held their reorganization meeting in West Union. There was only one change in leadership. The ever popular Stephen Caraway is now the Secretary/Treasurer. About a dozen people attended.

About 160 people attended the Pierce/Union Twp Tea Party meeting at the Eastgate Holiday Inn. Matt Mayer, of the Buckeye Institute, presented "Getting Ohio Back on Its Feet." Scott Nichols presented "Rules for Radicals" by Saul Alinsky. And Brian Willis discussed petitions and other issues.
